ARE OCEANPORT DEMOCRATS PASSING BLAME?

In response to the posting on
http://oceanport1-reports.blogspot.com/2006/10/environment-and-public-health.html

Regarding: MONMOUTH PARK

The first sentence states the following:THE BOROUGH OF OCEANPORT HAS CONSISTENTLY BEEN APPRISED OF ANY AND ALL ENVIRONMENTAL ISSUES AFFECTING THE BOROUGH AND ITS CITIZENS.The writer failed to provide any evidence on, who apprised the citizens, when the citizens where apprised, how the citizens were apprised, what information the citizens where apprised of and why the citizens were apprised.

It is obvious by this statement that again the citizens of Oceanport have been left in the dark by the Democratic controlled Borough. What the writer posted is nothing more than LAME EXCUSES, after the Town Leaders were exposed as being negligent in their duties.

What our Borough Leaders neglected to consider is that they are accountable to the Borough Residents and are obligated to answer their questions.

Did they feel the need to put the concerns of their political cronies at the Borough, County, and State level before the citizens of Oceanport?

The Democrats need to learn that no organization is stronger than the quality of its leadership. Enough said there.

There are just too many instances and issues tied to Oceanport that certainly have questioned the integrity of the Democratic controlled Government. The citizens don’t want to hear EXCUSES. They want to hear and see POSITIVE RESULTS.

Instead of making excuses for the lack of leadership, they should be developing remedies and initiatives, so that the Borough doesn’t find it self in a similar situation in the future.

The Borough is in desperate need of change in leadership; a fresh start with new ideas, initiatives, and strategies. We need a form of Government that is open and honest, where there are no closed door meetings, where the integrity of our Leaders is not suspect, and the town leaders are held accountable for being derelict in their duties.

Have the residents been getting a quality service from our Mayor? The integrity of the current administration is definitely in question. Again just refer back to the previous post on this blog and research the Asbury Park Press, The Atlanticville, the Hub and web site links.

The CONFLICT OF INTEREST, issues involving the former Democratic appointed Borough Attorney certainly exposes the current Democratic Controlled Council in an unfavorable way.Without providing details or any factual information to support the statement of:

THE BOROUGH OF OCEANPORT HAS CONSISTENTLY BEEN APPRISED OF ANY AND ALL ENVIRONMENTAL ISSUES AFFECTING THE BOROUGH AND ITS CITIZENS.

The writer and this particular statement could not stand up to any rebuttal by any citizen. This is a weak attempt to divert the real hard facts of the case made against the current Democratic regime on this blog.

This obviously raises the question of: IF THE BOROUGH HAS BEEN APPRISED OF ALL THESE CONTAMINATED LOCATIONS WITHIN THE BOROUGH AND WITHIN THE JURISDICTION OF FORT MONMOUTH, WHEN WAS THE DEMOCRATIC MAYOR GOING TO INFORM THE CITIZENS?

This statement obviously shows that the Borough has known about every Environmental issue affecting the Borough, but failed to inform the residents of the locations and the potential hazards that are associated with them. Again this is important information suppressed by the Democrats. WHY? Is the question, WHY?

Is this another classic example of, WHAT THEY DON’T KNOW, WON’T HURT THEM, or is, IF THIS GETS OUT THIS WILL HURT MY CHANCES OF BEING RE-ELECTED, or is it some other underlying motive that the Borough Leaders do not wish to reveal? Who really knows, but it just does not look very good?

The citizens have every right of being advised of this information; in fact it is State Law. Why do you think the State provides this information on a website?
Why would the Mayor suppress this information from the citizens, if she has been apprised of all the ENVIRONMENTAL ISSUES AFFECTING THE BOROUGH? What is there to hide?

Additionally, has anyone really ever been apprised of any environmental issues affecting the town?
Was there ever any literature sent to the residents via US mail?
Was there any information posted on the almost non-existent Borough Web Page?
Was there any of this information posted in the Oceanport Bulletin?
Did you ever see any articles in the newspaper or newscasts, prior to recent Racetrack Issue, warning residents of potential hazards of all those State documented contaminated sites?
Were there any signs posted to warn citizens that these sites have been identified as being contaminated and that the public might be at risk?

The response is nothing more than a knee-jerk reaction after the Democratic Controlled Borough was exposed as being deficient. The writer’s post has no validity, since he or she did not provide any supporting evidence that would back up any of the statements made in the post.

Then the writer stated, up to 1984 the Oceanport Council Republicans Majority. This is true however, who were the Democrats that were on Council during this time and what initiatives did they draft to combat the environmental concerns affecting Oceanport?

And who cares about what happened 63 years ago. The residents have concerns with today’s issues and problems affecting the Borough and what the democrats have done to improve the quality of life for the residents of Oceanport? The writer actually stated in his or her post: IT WAS UNDER DEMOCRATIC MAJORITY THAT HIGH COUNTS OF FECAL COLIFORM BACTERIA WERE DETECTED AT THE BRANCHPORT AVE BRIDGE. IMMEDIATELY THE COUNCIL CONTACTED MONMOUTH PARK, THE OCEANPORT BOARD OF HEALTH AND THE MONMOUTH COUNTY BOARD OF HEALTH. IS THIS A STATEMENT TO BE PROUD OF????????

The writer in his or her own words stated the COUNCIL contacted everyone, NOT THE MAYOR.

It was actually a member of the council, a Republican Councilwoman by the name of Ellynn Kahle. That was the first accurate statement made by the writer. For those who are interested in what FECAL COLIFORM BACTERIA is, you can click here for more information.

http://bcn.boulder.co.us/basin/data/BACT/info/FColi.html

This statement is very telling. First, IT WAS UNDER DEMOCRATIC MAJORITY THAT HIGH COUNTS OF FECAL COLIFORM BACTERIA WERE DETECTED.

One would ask, how did the situation get out of control to a point where it had to be reported to the Monmouth County Board of Health. This is not something that occurs over a course of one day. This all occurred under the control of a Democratic Mayor. This would suggest that the Borough of Oceanport and more specifically the Mayor does not have an functional plan in place to combat environmental issues. If so, did I see the plan on the Borough Web Site?

Please submit an OPRA request to the Borough Clerk’s Office asking to see the town’s ENVIRONMENTAL RESPONSE PLAN.

For those who don’t know what an OPRA request is, you can click on this lick for all the New Jersey State Statutes governing the OPEN PUBLIC RECORDS ACT.
http://www.nj.gov/grc/act.html The OPEN PUBLIC RECORDS ACT was enacted to assist citizens of obtaining and having access to government records.

The Borough of Oceanport has the REQUEST FORMS AVAILABLE at the Clerk’s Office during business hours. If you just merely want to the view the documents and don’t wish to make copies, you may need to make an appointment. Just remember the Borough is under strict time parameters by State Statute to provide this information in a very timely manner.

If you refer to the website listed above concerning the FECAL COLIFORM BACTERIA, the following was listed as a major contributor to being a source of FECAL COLIFORM BACTERIA.ANIMAL WASTE: A SIGNIFICANT AMOUNT OF FECAL COLIFORM is released in the wastes produced by animals. This can be a serious problem in waters near cattle feedlots, hog farms, dairies, and barnyards that have poor animal keeping practices and waste is not properly contained. In urban areas, fecal coliform can be contributed to surface water by dog, cat, raccoon, and human waste when it is carried into storm drains, creeks, and lakes during storms.

It does not take much mental and intellectual ability to determine that Horses are animals, the track and its stables border Branchport Creek, and the waste from the track has the potential of running into the creek.According the NJ DEP website the Monmouth Track was documented as being a contaminated site within Oceanport back on May 30, 2001.

Since the writer stated that BOROUGH OF OCEANPORT HAS CONSISTENTLY BEEN APPRISED OF ANY AND ALL ENVIRONMENTAL ISSUES EFFECTING THE BOROUGH AND ITS CITIZENS. Then the question must be asked, WHEN WAS THE DEMOCRATIC MAYOR GOING TO ADVISE THE CITIZENS?

In the five years plus that the Democratic controlled Borough allegedly knew about this situation, was any resident informed by the Mayor of this environmental concern?

The Shell Station on Oceanport Ave. Main Street is considered a superfund site with a very costly process to clean-up. Although, like the writer stated, the Democratic controlled Borough was APPRISED of the situation, no signs posted on the site nor was any resident provided with any information by the Borough concerning this particular location regarding a potential health hazard?

A check of all the Oceanport Bulletins that have been sent out since 2001 did not mention it either. WHY?

The writer makes a weak attempt at pushing blame to the DEP. Well let’s not mince words here. The site was deemed to be contaminated by the New Jersey Department of Environmental Protection back in 2001, when the Democrats were in power. At this point, back in 2001, the DEP notified the Borough of Oceanport, and like the writer said the Borough was APPRISED of the situation, then why didn’t the Democratic controlled Council warn the residents of the potential environmental hazard?

Regarding the Monmouth Park issue the Mayor has basically attempted to take credit for identifying and bringing about solution to the problem, when in fact it was Ellen Kahle of the Water Watch Committee.

Just check the minutes of the Town Council meeting of September 18, 2006 for these facts. According to sources close to this issue the Mayor has basically attempted to shut Ms. Kahle out of this situation by informing the DEP, Monmouth County Board of Health and the Monmouth Race Track personnel not to speak to Ms. Kahle any longer and that she is now considered the point person. Obviously, the Mayor again attempting to control and take credit for a situation after the information was already out there.

These minutes probably will not be posted until after the election. . The writer stated that the contaminated sites within the confines of Fort Monmouth are the responsibility of the Federal Government and that the Borough of Oceanport has always been aware of the contamination issues at the Fort. The writer also stated that a contamination sites report is given the Borough at various times of the year. OH REALLY!!!!!!!!!!!!!!!!!!!!!!!!!!!

In the last five years this report never found is way to the Public Meetings, nor was it made privy to the CITIZENS in any way, shape or form. Well I would suggest another OPRA REQUEST, requesting to see this particular report that has been given to the Borough by the Federal Government or by Fort Monmouth over the last five years. The writer suggests that this report may have been provided to the Borough more than once a year.

Question here: If the Mayor knew about the contaminated sites within the boundaries of Fort Monmouth, and the Mayor has a chair on the Fort Monmouth Reuse Committee, then why hasn’t the public seen any mention of it in any newspaper, tv news broadcast, town council and workshop minutes, the reuse committee minutes? WHY? Click here to review minutes and agendas relating to the Fort Monmouth Reuse Committee.

http://eatontownnj.com/cgi-bin/announcements.asp

And a side note. Eatontown Borough does a fine job of keeping their citizens APPRISED of the situation concerning the pending closure of Fort Monmouth and the pending disposition of the property within it’s jurisdiction.

Maybe Oceanport Borough can take some lessons on how to run a website and how to communicate with it’s residents. Eatontown does a great job keeping their residents up to date with issues affecting their town.

How does the Borough of Oceanport inform their Residents of this particular pending issue?

Hey Oceanport wake-up. This is 2006, where the inadequate mailing of a Bulletin a few times a year, just doesn’t cut it for providing timely and updated information. This is the era of modern technology.

If you can’t meet these very minimal standards, please have the intestinal fortitude to make some changes by possibly cutting those who can't perform under the current year of technology, and replaced them with a more qualified individual.

WAS IT POSTED ON THE BOROUGH WEBSITE? POSTED IN THE BULLETIN OR ON FILE FOR PUBLIC REVIEW? IN CHECKING WITH DEP, IF THESE DOCUMENTS DO EXIST THERE ARE OF PUBLIC RECORD AND SHOULD BE MADE ACCESSIBLE TO THE PUBLIC BY THE BOROUGH.

Well concerning the contaminated BOROUGH HALL SITE. Hate to burst the bubble of the writer, but he or she certainly has their facts wrong. The Borough Hall is contaminated as a result of the gas tank that is in ground and used to fuel the Borough vehicles. This in the ground tank is leaking and was installed way after the Borough Property was given as a gift. Unless the Borough leaders at the time had a crystal ball, it is very obvious that the Borough Hall and Fire house were built way before the gas tank was placed in the ground. And if you research this type of problem it takes twenty years or better for a tank to leak, which brings the time frame right to the point of a Democratic Controlled Council.

That’s right Borough Hall was formally documented by the New Jersey Department of Environmental Protection as a contaminated site back on April 25, 2000. All while under the control of the Democratic run Borough.
The writer attempts to pass blame again, this time to the republicans.

One must ask Why? The writer should exert more energy in preparing an Environmental Protection Response Plan as oppose to writing this nonsense here. The Borough should be asking to see a Clean-UP Response plan from each owner of these sites.

The Borough leaders ultimately are responsible for protecting the citizens of the Borough and keeping the residents informed of any situation that could affect the health of small children and the elderly. The communication between the Borough and the residents is very poor.

The Democrats receive another "F" with addressing ENVIRONMENTAL ISSUES AFFECTING THE TOWN AND another "F" FOR FAILING TO ALERT THE RESIDENTS .

It must be noted that prior to 1984, there was not much concern in the area of environmental concerns. In fact, the environmental revolution did not begin in United States until the mid 80's, when a sophisticated monitoring device was designed to locate contaminated sites.

The goal to preserve air, land and water really did not have the priority as it does today. In fact there was not any sophisticated scientific testing procedures in place like there is today.

Nevertheless, over the last twenty years the Country and the State Department of Environmental Protection have made significant progress in this area of concern. Where were the Oceanport Democrats on this issue over the last twenty-two years?

The problem with our current regime is that the Democrats control the town and any information that could potentially be harmful to one’s political reputation is suppressed. Is this being self-center or self-serving when decisions are made not to inform the residents or the public of potential environmental dangers? Is this done to protect a run at a re-election?

Ultimately it is the Mayor who is leader of the town, and should be held accountable for the individuals under her command. This includes every committee that is formed, town council, Borough Department, and all the political appointees.

Again, the Mayor is ultimately responsible to the citizens of this town for assuring that things get done, for a lack of a better term. The safety, protection and the concerns of the town’s greatest assets, which are it’s citizens should be first and foremost. However, under the current leadership, you must ask yourself if the Democrats have the best interest of the citizens of Oceanport in mind, when they enter into these documented closed door meetings.

The proverb of: BLESSED IS THE LEADER WHO SEEKS THE BEST FOR THOSE HE OR SHE SERVES, should be followed by the current borough administration when making decisions directly affecting the residents of Oceanport.

By trying to shift blame is weak. Any good leader would accept responsibility and move forward with innovative solutions. However, this is not done here.

Ask yourself would you go into battle with this type of leadership?

JUST LIKE IN ANY ORGANIZED STRUCTURED COMMAND THE TOP CEO IS ALWAYS RESPONSIBLE FOR THE DEFICIENCIES UNDER THEIR SUPERVISION.

IN THIS CASE IT WOULD BE THE MAYOR OF OCEANPORT

DEMOCRATS, WHERE HAVE YOU BEEN THE LAST TWENTY-TWO YEARS ?
